Gallagher Broker John Chino Recognized as a 2025 Public Sector Power Broker

Deborah Callahan, executive director, Washington Schools Risk Management Pool, follows a key philosophy: If we are sitting still and not changing, we’re falling behind. This drive for forward movement is why Callahan appreciates John Chino.
“John participated in a strategy meeting with my pool’s CFO and actuary to put together a 10-year funding consideration for the board.”
The idea was to lay out on an annual basis what the pool would be looking at each fiscal year, specifically in terms of insurance. It provided the board the opportunity to see what’s on the docket for the next decade, in addition to spacing out the particulars so that the board could “get saturated in that particular item of insurance and be informed and educated on it to make the best decisions,” Callahan said.
The board appreciated the finished plan, she added, not to mention Chino’s efforts.
Chino does more than look ahead in terms of action plans; he’s also keen on making sure his clients are looking ahead for their own insurance betterment.
“He has a teaching quality to him. Every election cycle, we bring in new members to educate them on their respective roles, and John comes out and does trainings for the newly elected commissioners,” said Grace Philips, executive director, New Mexico Association of Counties.
Philips has been with the association for nearly 19 years but recently stepped into her current role, so she knows firsthand Chino’s excellent teaching skills.
“He’s insurance, yes, but he’s a teacher. His help is critical, and he’s also proactive.”
