Rising Star Josh Daly on Mentorship, Cyber Risk and the Future of Public Sector Insurance

Here, we met up with Josh Daly, AVP, regional education practice leader, Gallagher, and a 2024 Public Sector Power Broker.

Risk & Insurance: How did you get your start in the commercial insurance business?

Joshua Daly: I studied safety and environmental management at Slippery Rock University in Pennsylvania. After a brief period serving as a safety engineer for a multi-national manufacturer, I joined Gallagher as a risk management consultant. The time spent in that capacity was invaluable by being exposed to various sectors of the economy and seeing how insurance played a crucial role in protecting organizational assets.

Now serving as a regional education practice leader, my career path at Gallagher has certainly evolved over time. What hasn’t changed is my passion for creating relationships with clients that extend well beyond the transactional nature of this business while helping to protect resources through a variety of risk management strategies.

R&I: What’s an exciting new product that you have worked with recently?

JD: Seeing the evolution of cyber liability policies and their crucial role in protecting public school districts has certainly been interesting over time. These institutions have been victims of some high-profile attacks in recent years, so helping school administration and board members understand the importance of this coverage has been critical in mitigating risk.

Public schools in Pennsylvania have done a great job improving their cyber posture in recent years, which has helped to make coverage more readily available and affordable.

Gallagher has put together an exclusive cyber liability insurance program available to all Pennsylvania public schools in 2025 to better align with the proactive tools and resources implemented. This offering can serve as a model for institutions across the United States.

R&I: Was there a mentor or mentors who proved invaluable to you in your career advancement?

JD: I have been extremely fortunate throughout my career to work with one of the best client service teams routinely recognized nationally within our organization.

While there are almost too many names to mention, Alan Pepoy, Bob Zedreck and Nevin Moore have been instrumental throughout my time at Gallagher.

Serving as my first manager, Alan was a great role model within the industry and provided an unparalleled wealth of knowledge. Both Bob and Nevin took me under their wing early in my career and introduced me to their public-school district clients around the state of Pennsylvania.

Without their patience and willingness to mentor I would not be in the position I am today, partnering with nearly 40 schools throughout the commonwealth.

R&I: How would you describe this work and this industry to someone who doesn’t work in it?

JD: The insurance industry is constantly changing, and no workday is ever the same. Every day is an opportunity to work creatively with clients to help solve issues while learning something new in the process.

At the end of the day, this is still a relationship business and the ability to create trust and transparency with clients is crucial. Clients need to know they can rely on you when a question arises or claim occurs, so customer service is still a top priority for me now over 13 years into my career. &
