There’s no denying the enormous strength in numbers cobbled together by Wes Grigston, who led a strategic redesign and expansion of the North Carolina Health Insurance Pool (NCHIP).
The group, an innovative consortium of cities and counties that leverages shared data, purchasing power and collaborative governance, added 10 new local governments into the program — now totaling 39 entities representing more than 17,000 lives across the state.
Quantity, however, is secondary to quality.
Each municipality or county is carefully vetted to weed out candidates whose risk is deemed too high — an approach that is paying dividends and beefing up benefits.
Crystal Tanner, HR director for Kernersville, said savings from this arrangement were invested in an onsite wellness clinic that is helping retain talent, explaining that “most people come to work for local government for benefits more so than pay.”
Although the past year has been the worst for Wilson County since joining the pool three years ago in terms of claims filed, deputy county manager Tim Bilderback reports that renewals still have been 6% to 10% below market trend.
“I’ve worked with many brokers over the years and Wes is one of those people who’s not really trying to sell you a product. He wants to help with what your needs are,” he said, noting that any interest drawn from pool reserves will be used to pay down expenses, establish a wellness program or improve other benefits.
