Gallagher Broker John Chino Recognized as a 2026 Public Sector Power Broker

When wildfires destroyed three Los Angeles Unified School District (LAUSD) schools in early 2025, the district’s $30 billion property program was already under strain. Capacity was tight, options were limited and the clock was ticking. Melissa Hollingsworth, deputy chief risk officer, turned to John Chino after Gallagher joined the district’s newly expanded broker panel. What followed moved fast:

“They jumped on it quickly. They built out a tower with 30 different participants on a property program, and they did it in five weeks. That’s unheard of, especially for a program of our size,” Hollingsworth said. The result was “leaps and bounds better” than its previous program. Limits increased from $500 million per occurrence to $750 million per occurrence.

For East Bay Municipal Utility District, risk manager Vladimir Bessarabov said Chino refused to accept what the market was signaling. The major California water utility faced shrinking liability capacity and wildfire-related property losses. Chino opened doors to U.S. and Bermuda markets, restored lost coverage through a quota-share structure and delivered more than $1 million in avoided premium costs.

“Instead of saying, ‘this is the new market reality and this is what you have to pay,’ he comes up with out-of-the-box solutions that are very creative and innovative. Without that access to alternative markets, our premiums would have been about $947,000 higher,” said Bessarabov, noting that Chino’s approach was “significantly … robust and creative.”
