The ability to hold the line on health benefit cost increases is a rarity for benefit brokerages. But for Josh Weaver, it’s just another day at the office.
“Goodwill Houston has not increased costs to employees in the six years that I’ve been with the organization,” said CFO Bob Woods, noting that health plan design changes and pharmacy benefit tweaks have been used to maximize the nonprofit’s employee benefit offerings.
Heading into its 2026 renewal, Goodwill Houston boasted a fully-developed carveout model to continue driving down costs at all levels, including pharmacy benefits management, its insurance carrier and stop-loss provider.
Not one to rest on his laurels, Weaver is readying a fully developed captive insurance concept that Woods describes as the next iteration of savings for Goodwill Houston that it hopes to implement for 2027 and share the opportunity with other like-minded Goodwill organizations.
Weaver delivers a blend of expertise, compassion and mission alignment, said Adrian Gessen, SVP, organizational development, Goodwill Northeast Texas, Marion Goodwill and Goodwill Renaissance, noting millions of dollars have been saved.
“But more importantly, he’s helped us build benefit systems that uphold the dignity of our people and educate towards overall wellbeing,” Gessen said. “When he saw that wage garnishments were causing parents to drop dependent coverage, he proposed a subsidy strategy that preserved family care and stabilized retention. That’s not just a plan adjustment; that’s impact.”
