When the State of Tennessee faced a cyber non-renewal and had only months to stabilize coverage inside a newly formed captive, the pressure was intense. The state’s universities needed continuity, higher limits and budget discipline — all at once. That’s when broker Temo Garcia stepped in:
“Temo was able to help us with that process, making sure we have the proper coverage for all of our universities,” said Rodney Escobar, director of the Tennessee Department of Treasury’s division of claims and risk management. Garcia replaced limited cyber data with detailed, system-level inventories and assessments across dozens of entities. The result was a rare win in a hard market: securing an additional $5 million in limits clocked in at about $300,000, keeping the cyber program within budget.
“It was close to a 40 to 45% reduction,” Escobar said. A similar approach delivered results for 167 municipalities in the Washington Cities Insurance Authority (WCIA): “A major challenge has been convincing insurers to underwrite our entire membership under a single program, given the diversity of operations and risk controls across agencies,” said deputy director Rob Roscoe.
Garcia worked with staff to create a detailed cyber profile for each member agency.
“These profiles helped us clearly demonstrate our members’ cybersecurity posture to the insurance markets,” Roscoe said. “As a result, we were able to eliminate previously required higher deductible attachment points and secure higher coverage limits.”
