Zurich U.S. Appoints Tobias Cushing President of Zurich E&S, James Savage Head of U.S. Construction

Zurich U.S. appointed Tobias Cushing as president of Zurich E&S and James Savage as head of U.S. Construction, both effective Sept. 16, 2026, following Christopher Lewis’s planned retirement after four years leading Zurich E&S.

“These leadership moves reflect the strength of our talent and our focus on staying close to customers and brokers in a fast-moving market,” said Sierra Signorelli, Zurich U.S. CEO. “Toby and James are proven leaders who bring the experience, discipline and market focus needed to build on that momentum and help us continue to win.”

Cushing, who reports to Signorelli, most recently served as head of Zurich U.S. Construction and previously as deputy chief underwriting officer for Zurich North America. His experience in complex specialty markets and wholesale broker engagement will support Zurich E&S’s continued growth.

Savage, who led U.S. Construction Casualty for the past four years, will report to Kelly Kinzer, global specialty head of Construction & Surety. He brings technical credibility and market understanding to a unit that serves general contractors and developers across commercial construction segments.

Lewis concludes a nearly four-decade career in financial services upon his retirement. &
