When Allentown School District faced multiple property losses in a really tight insurance market, its leadership wasn’t sure coverage would be available: “These losses created substantial uncertainty around our ability to secure adequate and cost effective insurance coverage,” said CFO Rich Fazio. Broker Josh Daly stepped in as a forceful advocate with carriers, delivering consistent and comprehensive coverage — despite recent claims history. “The customized program he developed addressed our specific needs while significantly minimizing future financial impact on the district,” Fazio said.
That same creative advocacy has shaped Daly’s work, particularly in cyber risk. At the Capital Area Intermediate Unit, which supports 24 Pennsylvania school districts, two vocational schools, and numerous charter schools, cyber has become “one of the most complicated (exposures),” according to CFO Daren Moran. With threats ever changing and no full-time cybersecurity staff, Daly helped put together a regional cybersecurity insurance program that delivered more coverage with reduced premium pressure.
For Mechanicsburg Area School District, CFO Bobbi Ely said Daly’s diligence helped leadership avoid significant liability exposure, noting that “because of his diligence, our administration was able to make a fully informed decision.”
Across property, cyber and emerging risks, clients described Daly as an extension of their risk management team, making complex decisions clear when it mattered most.
