Gallagher Broker John Chino Recognized as a 2024 Public Sector Power Broker

Setting up a captive requires heavy lifting. So when the New Mexico County Insurance Authority formed its own captive, city risk manager Taylor Horst relied on John Chino to get the job done.

“This last year, after helping us get the resources marshaled to set up a captive insurance company, John worked to connect us with the resources within his firm necessary to put in place a reinsurance structure for the new captive,” Horst said. “This is all new ground for us. John even went as far as to put me in contact with an attorney who took us through the private letter ruling process.”

This effort — and Chino’s connections — led the IRS to issue a private letter ruling that the county associations’ captive doesn’t have to pay federal income taxes.

Chino’s connections and endless trove of resources make him a standout broker for many clients: “You hear the terms ‘lawyer’s lawyer’ or ‘doctor’s doctor.’ John — he’s the broker’s broker,” said Derek Bryan, executive director, Washington Counties Risk Pool.

Most importantly, Chino makes himself a resource for his clients: “His superpower really is knowing his stuff but then also being able to teach it so others can understand,” said Deborah Callahan, executive director, Washington Schools Risk Management Pool. This year, he showed Callahan’s pool the value in taking its sexual abuse and molestation claims from occurrence to claims made. But first, he had to educate the board on what that meant.

“Over the course of four board meetings, John worked to help the board understand the intricacies of moving from occurrence to claims made,” said Callahan.
