Boyce Morin helped a state university set a clear direction for how it administers its student health plan.
But that wasn’t all: “There are just multiple things that he’s guided us through,” said an administrator at the university. Over the last year, Morin negotiated a deal under which the university gets money back based on the health plan’s loss ratio. The deal helps mitigate risk for the plan based on yearly fluctuation in its enrollment.
The deal delivers the benefits of self-insurance without the risks, said the administrator. He was skeptical that the insurer would agree to it.
“But, of course, they did, and here we are,” they said, attributing the result to Morin’s experience and knowledge.
The university has already earned its first check, which it can put toward student wellness programs. The university also can use the money to build a reserve should it decide to self-insure the student health insurance program, said the administrator.
Morin engineered a shift in approach for another client, a state university system that also has a student health plan. The changes led to significant efficiencies, improved decision making and more effective negotiations with carriers, according to a risk manager for the system.
For a recent renewal, Morin developed a marketing plan and custom RFP that persuaded carriers to trim the premium increases they originally sought, the risk manager said. Morin also began planning for the next renewal and identifying carriers’ top concerns.
