Alliant Broker Kevin McCarroll Recognized as a 2026 Education & Nonprofit Power Broker

A group of nearly two dozen public universities strove to figure out the best way to leverage its buying power when contracting with health plans to cover international students. But the complexities rendered the effort fruitless for about 20 years.

Then came Kevin McCarroll to craft a group program.

“Kevin was able to develop a concrete action plan with attainable financial savings projections and coverage enhancements, communicate the plan to stakeholders from system-wide leadership to international program directors on the campuses, and champion the program through to its implementation,” said the risk manager.

The campuses now have consistent and more robust offerings for their international students, who are required by law to have health insurance.

For the universities, the combined program spreads out the risk and creates greater stability for their budgets, the risk manager said. And by combining their purchasing power, the universities are saving millions of dollars a year on premiums, the risk manager added, noting that his own campus has saved $1 million.

“As a result of his experience and his marketplace relationships, Kevin has been able to secure the most favorable terms and coverages for our students.”

“He’s bringing that knowledge and insight and perspective into the challenges we come across,” said Thomas Torres-Gil, director of international programs and senior international officer at California State University, East Bay, in Hayward.
