2025 Theo Award Winner: Shamrock Foods Company

With over 100 years of experience delivering food and food-related products, Shamrock Foods Company has long considered safety and quality its top priority. However, in 2023, the company faced a challenge that demanded innovative thinking.  

The company recognized that when injuries occur, the response matters most — not just for the physical recovery of associates, but for addressing the financial, social and mental ramifications that extend far beyond the workplace. 

Tackling the Problem 

Susan Scharf, vice president of human resources, led Shamrock’s comprehensive approach to its safety culture through the Shamrock Safe program. Built on the ethos “safety first, every time,” the initiative represented an important reinforcement   of a culture of safety and established a more formalized process around it. 

“We focused on two core strategies to reshape the mindset around safe behaviors at Shamrock,” Scharf said.  

“First, we prioritized explaining the why behind every safety initiative. Rather than simply issuing directives or listing requirements, we made sure employees understood how each change benefits them personally, improves the workplace and strengthens the business.” 

The program’s three-part solution focused on clarity, collaboration and capability. For clarity, Shamrock developed a comprehensive dashboard that shares incident data in a concise, actionable manner with enterprise-wide leadership.  

The dashboard displays location-specific information related to incident types, affected body parts, injury classifications, and sources of injuries. Enterprise Safety generates monthly summaries comparing all locations’ total recordable incident rates and lost time accidents for current and previous fiscal years.  

Sites with high injury frequencies receive one-on-one meetings with Enterprise Safety to identify trends and develop action plans. 

The collaboration component involved rebranding safety initiatives with the “safety first, every time” motto to increase awareness and engagement. Shamrock Safe branding appeared on wearable safety vests, digital and printed materials, and virtual meeting backgrounds, serving as constant reminders of the safety culture associates help create. 

“We absolutely believe that a strong, recognizable brand is essential to building a lasting safety culture,” Scharf said. “What made the biggest impact was making it personal. We asked associates why safety matters most to them and the overwhelming response was: ‘Because of the people I love, my spouse, my kids, my parents.’ That emotional connection brought the campaign to life.” 

A cornerstone of the collaboration effort was the Leader Safety Pledge, signed by over 1,000 leaders across all organizational levels. Leaders pledged to lead by example, create safe environments and never walk past unsafe behaviors without correction. 

Shamrock formalized its incident review process through weekly meetings to consistently identify root causes of all events, including near misses, damage-only incidents, first aid cases, OSHA recordables, and lost time accidents. Enterprise Safety attends these meetings to provide enterprise-wide perspective on corrective actions. 

The company also implemented positive reinforcement programs, allowing leaders to immediately acknowledge proper safety behaviors with Shamrock Safe materials including thank-you cards, badges, and branded gear. Associates earn points through digital recognition platforms that can be redeemed through an internal portal. 

“Recognizing positive behaviors as part of a safety program is extremely important and motivating,” Scharf said. “When a Shamrock leader or peer sees someone doing the right thing, they can acknowledge it right away.”

The capability component focused on enhancing the modified duty program to enable associates to return to work in various roles at their own pace. Shamrock standardized processes across the entire enterprise and created comprehensive lists of tasks suitable for associates on modified duty. 

“We took a close look at our existing modified duty program and realized that while we had plenty of options available, the way they were applied varied from location to location,” Scharf said. “To address that, we standardized the program across the organization and created a brochure specifically for the injured worker so they understand the process, know what to expect, and feel supported from the moment they report an injury.” 

 Success to Build On 

Shamrock Safe created significant business impact through measurable reductions in key safety metrics. The company’s total recordable incident rate decreased from 2021. This improvement reflects the lasting foundation created through the program’s comprehensive approach.

Workers’ compensation claims costs saw an even more dramatic improvement, with significant total cost per claim reduction. The weekly collaboration of the incident review process contributed significantly to this reduction by addressing incidents promptly and understanding underlying causes of near-miss and minor events.  

Lost time accident rates, already substantially below industry averages for over five years, still improved from the previous two years as well. 

“This more proactive and personalized approach has made a real difference,” Scharf said. “Associates feel more confident and less anxious during recovery, and we’ve seen improvements in both morale and return-to-work timelines.

“Second, we committed to consistency,” Scharf said. “Safety messaging is woven into our daily routines, delivered in multiple formats, and reinforced regularly. Cultural change takes time, and while the repetition may feel excessive at times, we believe that’s exactly what makes it effective.” 

Looking forward, Shamrock continues evolving its safety culture to meet changing associate needs. The company maintains its commitment to continuous improvement while building on the strong foundation established through Shamrock Safe. 

“At Shamrock, we know that building a strong safety culture isn’t a one-time effort, it’s something we must keep evolving,” Scharf said. “Every improvement we make, no matter how small, helps us move the needle. Those small wins add up, and over time, they’ve helped us create something meaningful.” &
