2025 Theo Award Winner: Bernards

When Bernards transitioned from a family-owned construction company to an employee stock ownership plan three years ago, the 50-year-old firm recognized an opportunity to evolve from good to great. The company brought in Michael Cabrea as vice president of risk and safety, along with a new chief risk officer, to spearhead a comprehensive transformation that would extend far beyond the company’s own job sites.

Bernards had been doing things right for nearly five decades, but leadership understood that sustainable growth required a renewed emphasis on safety and risk management. As the company expanded rapidly, opening two new offices in Northern and Southern California, the challenge became clear: how to maintain consistent safety standards while mentoring an entire industry toward better practices.

Tackling the Problem

Cabrea explained that the transformation began with leadership alignment. “We revisited our roots and asked, ‘What are we doing well — and how can we elevate it even further?” he said. “We want to do what’s right and lead meaningful change across the industry.”

The company implemented a multi-faceted approach that started at the executive level and flowed throughout the organization. Bernards integrated safety moments into meetings where they had never existed before, launched a Managing Safety series for leaders, and required executives to conduct regular site walks and orientations.

This cultural shift extended to how Bernards worked with trade partners. Rather than simply enforcing safety requirements, the company developed a comprehensive mentoring program that positioned them as a resource for smaller contractors who lacked safety expertise.

“The reality is sometimes you have subcontractors that are small, that don’t have the resources,” Cabrea said. “We asked ourselves, ‘How can we step up as a resource — without overstepping by writing their programs for them?’ ”

Bernards began analyzing trade partners’ loss runs, OSHA logs and injury histories, then provided targeted guidance. If a trade partner showed trends in hand injuries, Bernards would discuss proper glove usage. For companies with high experience modification rates, they would explain how return-to-work programs could reduce workers’ compensation costs and improve their EMR.

The company also partnered with OSHA’s consultation side to provide additional resources. “It wasn’t just Bernards offering support,” Cabrea explained. “OSHA consultants provided direct guidance by saying, ‘Hey, I would write this. Here are some of the areas that we can help you with. Bernards can support you here, but we can step in with hands-on assistance.”

To support this mentoring approach, Bernards began hosting OSHA 30 and OSHA 10 training classes in both English and Spanish, making these resources available to trade partners at no cost. The company created a safety exhibit that attaches to each subcontract agreement, clearly outlining regulatory requirements and expectations for creating safe workplaces.

This comprehensive strategy required finding the right team members. “If you’re going to do something like this, if I’m going to build a football team, I sure can’t have my siblings,” Cabrea said. “We had to go find some really great risk and safety team members that could help us with this goal.”

The company sought team members with customer service orientation and the technical knowledge to support their ambitious mentoring goals. Each new hire needed to share the organization’s vision of changing not just their own safety culture, but influencing industry-wide improvements.

Success to Build On

Bernards’ comprehensive approach has generated impressive results across multiple areas. Since implementing their enhanced safety strategy, over 30 individuals have attained Board of Certified Safety Professionals credentials, leading to recognition as BCSP Certification Champions for two consecutive years. The company achieved Sapphire Level status in 2023 and advanced to Ruby Level Certification Champion in 2024.

The California Division of Occupational Safety and Health has recognized Bernards’ excellence with five Golden Gate Awards and two Safety and Health Achievement Recognition Program awards since 2024. The SHARP designation represents the second-highest partnership award from CalOSHA, with Bernards joining only 18 companies statewide to receive this recognition.

These accolades reflect more than internal improvements. The mentoring program’s impact extends beyond Bernards’ projects as subcontractors apply their enhanced safety knowledge to work with other general contractors. “They’ll know where the change came from—and we’ll know we made a lasting impact.” Cabrea said. “We’re going to know that we help people get home safely, but they’re going to remember that Bernards was there to help them.”

The company’s partnership approach with OSHA consultation services has created a model for how general contractors can serve as safety resources rather than just enforcers. By combining their own expertise with OSHA’s guidance, Bernards helps subcontractors develop sustainable safety programs that improve their performance across all projects.

Looking ahead, Bernards plans to continue expanding this approach as they grow. The company’s rapid expansion has created opportunities to influence safety practices in new markets while maintaining the high standards that have earned industry recognition.

Cabrea emphasized that the success stems from organizational commitment rather than individual leadership. “It’s not me. It’s not my CRO. It literally is the organization,” he said. “The organization is doing the things that it wants to do to make things better. If it were just my idea, it might have stayed that way. But the organization embraced it — and that’s why it’s become a movement.”
