2025 Theo Award Winner: AARP
AARP strengthens communities and advocates for what matters most to the more than 100 million Americans 50-plus and their families: health security, financial stability and personal fulfillment and operates a unique workers’ compensation program that extends beyond traditional employees.
After the pandemic, AARP said people needed outsized support. “Injured people needed assistance. They needed to see a doctor, and unfortunately, we weren’t seeing a societal response at the level we believed older Americans deserved,” said Lisa Hilton, director of risk and insurance management. Claims went months without response, and claimants received less than ideal treatment despite their injuries.
Tackling the Problem
AARP doubled-down on its efforts to help people ages 50+ seeking help navigating the process to file claims and explains their experiences.

With staff like Hilton, AARP took decisive action to risk management routinely, increasing the frequency of internal and external meetings to ensure AARP members got the help they needed in a timely way. Seasoned claim adjusters helped moved claims forward and IT personnel supported data transfer processes.
Most importantly, AARP placed itself directly into the claims process. Rather than relying on third-party administrator communication, the risk management team began contacting claimants directly to ensure they received proper care and felt supported throughout their recovery.
Success to Build On

The transformation proved fruitful.
The organization expanded its commitment to claimant care by implementing a nurse triage program for participants in rural areas where medical facilities can be hours away. This innovation provided immediate medical assessment and ensures prompt claim reporting.
AARP’s approach emphasized regular communication with claimants, asking whether they’re satisfied with their claim adjuster and keeps track that they are promptly receiving needed treatment. “AARP’s top priority was standing up for people in need,” Hilton said.
The organization’s success stems from recognizing that effective workers’ compensation management requires direct employer involvement and genuine care for injured individuals. “It’s critical to always keep in mind: there’s a person on the other side of an injury. And that should always be the priority — that individual,” Hilton said. &
