Raley’s, a Sacramento-based grocery store chain, faced challenges related to staffing and worker safety during the COVID-19 pandemic. The company experienced growth in temporary total disability (TTD) claims from 2021 to 2023, putting undue strain on operations and posing an obstacle the company’s growth. Raley’s recognized the need for an innovative solutions.

Tackling the Problem

In 2023, Raley’s partnered with third-party administrator CorVel to redevelop its return-to-work program and target high-value claims for settlement, particularly for its California and Nevada operations. This initiative was led by Monique Allen, MBA, senior risk manager for Raley’s, in collaboration with CorVel’s claims team.

Raley’s team hired Chase Oliver as in-house coordinator to work alongside CorVel in helping injured employees return to work promptly and safely. The program addressed complex challenges that often delay employees’ transition back to work, including barriers to proper medical care, workplace disengagement, and fear of repeat injury.

“Chase‘s experience as a senior adjuster for Hanover and Hartford, as well as his background in retail, has been key to the program’s effectiveness,” Allen said. “His understanding of the unique challenges in retail allows him to tap into his past experiences and find the best solutions for our team members.

One of the keys to Raley’s return-to-work success is its holistic and personalized approach, considering each worker’s unique condition, injury severity, capacity to resume original work responsibilities, and overall well-being. A comprehensive task bank offers flexibility for each worker’s unique needs.

“We did a lot of front-end work on job analysis,” Allen said. “We analyzed the top 30 positions in our stores and distribution center to understand the job descriptions. This job analysis allows us to tailor tasks for each individual. We have a job bank, but the return-to-work coordinator, store team leader, and injured team member have a conversation to personalize the approach. It’s not just checking a box — it’s an interactive process informed by job analysis and restrictions.”

To complement the gains realized with its new return-to-work initiatives, Raley’s conducted a thorough audit of key risk indicators influencing unresolved claims. This process leveraged CorVel’s risk and analytics solutions to identify older claims with active litigation and high-valued future medical claims.

Success to Build On

Raley’s transformed return-to-work program yielded impressive results. The company saw a sharp decrease in TTD benefits paid, translating to substantial savings when comparing benefits paid in 2021 to those in 2023.

The targeted approach to optimizing injured worker settlement outcomes also produced strong results, with a higher percentage of all settlements achieved full and final compromise and release standing. Through strategic negotiations and settlement practices, Raley’s saved a significant amount in workers’ compensation costs in 2023.

The long-term impact of Raley’s initiatives includes a more holistic return-to-work process for employees, reduced exposure to litigation in the workers’ compensation program, and a sustained commitment to risk management excellence.

“At our company, we strive to do the best thing for our team members,” said Allen. “This message is emphasized throughout the business, particularly in the return-to-work program.”

Building on its success in California and Nevada, Raley’s is now using the same foundation to transform outcomes for its Arizona and New Mexico stores.

While the programs will differ slightly due to state-specific requirements, we will leverage the same key people, including the return to work coordinator hired for the initial program,” said Allen.

“Building upon the success and lessons learned from the California and Nevada rollout, we anticipate facing different challenges in Arizona and New Mexico but feel well-prepared to tackle them. The savings from the existing program have also allowed us to allocate resources to other initiatives, such as our loss prevention program, which includes facial recognition technology.”
