Christine Brown Named Deputy Commissioner of Captive Insurance Division in Vermont
The Vermont Department of Financial Regulation appointed Christine Brown as deputy commissioner of its Captive Insurance Division, formalizing a role she has held in an acting capacity since Jan. 1, 2026.
“Vermont is a globally renowned powerhouse in the captive industry, so the responsibilities of leadership are significant,” Commissioner Kaj Samsom said. “The need for a leader with excellent communication and presentation skills is essential, and it is not every day you find someone who possesses that, as well as the deep subject matter expertise. We have that combo in Christine, who has spent most of her career in captive regulation.”
Brown becomes just the fourth person to hold the position since 1981. She joined the Captive Insurance Division in 2003 as an examiner and earned numerous promotions, becoming Division director in 2022 with responsibility for strategic leadership, operations and regulatory policy.
Since 2018, Brown has served as principal staff to the chair of the National Association of Insurance Commissioners Risk Retention Group Task Force. Before joining state government, she worked as an auditor at Ernst & Young and Johnson Lambert. She holds an MBA and a master’s in accounting from Northeastern University and a bachelor’s in political science from Regis College. &
